About the Oldham test
Oldham Council issues one licence for both trades, the Dual Driver Licence. It lets you drive hackney carriages and private hire vehicles. Every new applicant must attend a Driver Awareness Training course of about 90 minutes, followed directly by a knowledge test.
The test has 20 multiple-choice questions and you have one hour. You need at least 15 correct (75%) to pass. The Council says the questions cover at least licence conditions and policy, customer care, basic numeracy, child sexual exploitation, road signs and the Highway Code.
This page sums up what the Council publishes and gives you practice for each topic. We are not the Council; check the Council's new driver page before you apply.

- Attend your New Driver Appointment with all your documents. Staff will also check you can hold a basic conversation in English.
- Attend the Driver Awareness Training and pass the knowledge test.
- When your documents are verified and these stages are done, the Council grants your licence for 3 years.

What Oldham doesn't publish
We couldn't confirm these from the council's own pages, so ask the licensing team if they matter to you.
- Whether protected convictions must be declared. The policy says all convictions; the October 2024 guidance excludes protected ones.
- How long you must have held a driving licence. The October 2025 policy and the new driver page say 12 months, and we use that. The downloadable guidance (October 2024 version) still says 2 years.
- How long abroad triggers a Certificate of Good Conduct. The policy says more than three continuous months in the last 5 years. The new driver page says more than 3 months in a row since turning 18. The guidance document says both.
- That the £40 "Driver Proficiency Test, Re-Test or Fail to Attend Fee" is the fee for this test. The fees page does not use the words "knowledge test", and it is undated.
- How many of the 20 questions come from each topic. The Council does not publish this.
- Whether questions on disability, equality or licensing law appear. These are in the training, and the topic list is a minimum, but they are not named as test topics. They are not linked here as covered topics; practise them in our equality and disability and licensing law topics if you want to.
- What changed in the policy file after October 2025. The Council's Word file was last modified on 31 July 2026, but it still gives 21 October 2025 as its date. The Council's committee website, which holds the committee report, did not respond, so we could not read that report.
- How long you must wait between test attempts. The Council does not say.
