About the Leeds test
Leeds does not have one single knowledge test. New hackney carriage and private hire drivers complete a set of training modules with a test for each one. The modules are the same in Leeds, Calderdale, Kirklees, Wakefield and York, under their shared driver training policy. They include an advanced taxi driving test, an English test, a local knowledge test, and tests on the regulatory framework, professional standards, safeguarding and equalities/disability.
The regulatory framework, professional standards, safeguarding and equalities/disability tests each need 80%. Each one also has some mandatory questions. If you get a mandatory question wrong, you fail that test even if your score is over 80%. The local knowledge test is about Leeds only. Leeds sets its own pass mark for it and does not publish it.
To practise, start with the Leeds regulatory framework topic (conditions, byelaws and policy) and Leeds local knowledge. Then work through the core topics for the other modules, and try the mock test. Read the council's driver licence page and licensing policy too.
Practise for the Leeds test
Steps to a licence in Leeds
- Pass a driving standards assessment with an approved supplier (Diamond Advanced Motorists, AA DriveTech or IAM RoadSmart).
- Apply online, then go to your appointment with a licensing officer and pay the fee.
- Bring a Group II medical report dated within the last 4 months, signed by a GP with access to your records.
- Provide your DVLA licence and mandate, a letter from the operator you will work for, two recent utility bills, a passport photo, your National Insurance number, and your passport or other proof of the right to work.
- Pass an enhanced DBS check. If you were born outside the UK, you may need criminal record checks from countries where you lived for 3 months or more.
- Complete and pass the training modules and tests within 12 months of applying, or the application is cancelled and the fee is not refunded.
- Your first licence lasts 12 months. After that, licences can be for up to 3 years.
Recent changes
- : The shared West Yorkshire and York driver training policy was amended. It sets an 80% pass mark for the regulatory framework, professional standards, safeguarding and equalities/disability tests, down from 90% in the October 2018 version. (source)
- : Leeds amended its Drivers Plying for Hire policy. A driver whose licence is revoked for plying for hire will normally not get a new licence for seven years. (source)
What Leeds doesn't publish
We couldn't confirm these from the council's own pages, so ask the licensing team if they matter to you.
- Re-sit rules. The driver training policy on the "Apply for a licence" page says you get three attempts, and after three fails you cannot book again for 12 months. The licensing policy (section 5.3) says that if you fail any module you must wait at least 12 months from the latest fail before you test again. The shared West Yorkshire and York policy (amended July 2023) does not set either rule. We found no committee paper that settles it, so ask the council before you book.
- How many questions each module test has, how long it lasts, and which questions are mandatory. The shared policy says only that each test has some mandatory questions.
- The format and pass mark of the Leeds local knowledge test. The Leeds page says each council sets its own pass mark. The fee list names a private hire "districts of Leeds and city centre" re-sit and a hackney carriage "AZ and maps test", but Leeds does not describe these tests. The July 2023 shared policy lists only local conditions training, where you sign to say you have read the conditions, and no local knowledge test.
- Whether the fee list items ("A to Z conditions test", "legislation seminar", "customer care course") match the module names in the training policy one for one.
Leeds taxi test questions people ask
Is there a Leeds taxi knowledge test?
Yes, but it is one of several module tests. New drivers pass a local knowledge test about Leeds, and separate tests on the regulatory framework, professional standards, safeguarding and equalities/disability. They also take an English test and an advanced driving test.
What is the pass mark?
80% for each of the regulatory framework, professional standards, safeguarding and equalities/disability tests. Each also has mandatory questions you must get right. Leeds sets the local knowledge pass mark itself and does not publish it.
How much do the Leeds tests cost?
For private hire, the council lists an A to Z conditions test at £30, a knowledge training pack at £15, an English comprehension test at £25, a customer care course at £55 and safeguarding training at £10. For hackney carriage, it lists an AZ and maps test at £15 and a local knowledge re-sit at £50. The application fee is £120, plus a £30 admin fee and £70 for the DBS check.
What happens if I fail?
Leeds pages give two different rules. One says you get three attempts, then a 12-month bar. The other says you must wait at least 12 months after any fail. Re-sits cost extra, and if you cancel less than 72 hours before a test you lose the fee. Ask the council which rule applies before you book.
How long do I have to pass everything?
Your application lasts 12 months. If you have not passed and completed all the tests by then, it is cancelled and the fee is not refunded.
Can I use a pass from another West Yorkshire council?
Not for local knowledge. The shared policy says local knowledge questions are specific to each area and cannot be transferred. The other modules cover the same topics in Calderdale, Kirklees, Wakefield and York, but check with Leeds whether it accepts another council's certificate. Bradford is not named in the July 2023 shared policy and runs its own training.
