Sefton Licensing Handbook: questions and answers

Based on Hackney Carriage, Private Hire and Omnibus Licensing Scheme Handbook, version 3.3 (Sefton Council, published 11 March 2024) and one other source. Checked .

Every question in Sefton's knowledge test is answered in the Council's Licensing Handbook (version 3.3, revised 11 March 2024). The test is open book: you have the handbook with you, and each question is headed with its subject so you can find the answer from the index.

That means the skill is finding the right part fast, not learning every number by heart. Each question below gives the handbook part it comes from. Practise looking them up in your own copy.

These are our own questions, written from the handbook. They are not the Council's questions. Questions marked hackney or private hire only apply to that licence, but the test is the same for both.

59 questions in 5 sets. Answer one set at a time and you'll see the right answer straight away. Every question and answer is also listed below and in a free PDF.

Questions people ask

Do I need to learn the whole handbook?

No. The test is open book, so learn how the handbook is laid out: the index, the Parts (1 to 12) and the Annexes. Then practise finding answers quickly.

Is the handbook up to date?

Sefton's New Drivers page still links version 3.3, revised 11 March 2024, as the handbook the test is based on. Some parts are out of date: for example, it says the VRQ training course is required, but the Council removed that requirement in September 2022. Check the Council's page for a newer version before your test.

Do hackney carriage drivers get extra questions?

No. The Council removed the extra street knowledge test for new hackney carriage drivers on 5 September 2022, and everyone now takes the same handbook test. Study the byelaws (Part 10) as well as the private hire conditions, as both are in the handbook.
